You can publish custom guideline documents at the Investor/Product level in the Document Linking activity in the Configuration site. Choose the investor and click Manage Products. Select the product that requires the custom guideline document, and select the Document Linking activity. Document Linking should be performed after the document has been uploaded in the Add Custom Document activity.
